Abstract: In this paper we conducted hierarchical cluster analysis with multiscale bootstrap resampling technique using average linkage method and correlation based dissimilarity matrix to classify state capitals according to their distances by Road from Federal capital, Abuja to the respective state capitals. The R package pvclust was used to assess the uncertainty in hierarchical clustering results. This was then applied to the standard normal approximation theory on the clusters whose standard errors were high or larger than 0.030. The cluster formations have an apparent error rate of 0.027.
